Standardized documentation supports compliance, improves continuity across staff, and enables performance improvement. This section summarizes core performance indicators and provides a documentation checklist aligned to common WIOA reporting structures.

11A. Primary indicators of performance

WIOA establishes primary indicators of performance that include employment rates after exit, median earnings, credential attainment, measurable skill gains, and effectiveness in serving employers. [15

  • Median Earnings – 2nd Quarter After Exit

11B. Reporting artifacts and layouts: What typically gets submitted

The DOL’s ETA Reporting Requirements (official hub) includes templates and layouts such as ETA-9169 (state/local performance reports), PIRL layouts (ETA-9170 joint and ETA-9172 DOL-only), and related reporting requirements posted by ETA. [16

11C. Documentation checklist

(minimal viable set)

  • Eligibility and enrollment documentation (program-specific).
  • Assessments and service plan/individual employment plan notes. 
  • Service delivery records: dates, service types (e.g., work experience, OJT, supportive services), and provider/employer details. 
  • Employer agreements/contracts (WBL agreements, OJT contracts, transitional job documentation). 
  • Progress documentation: milestone reviews, supervisor progress reports, MSG evidence when applicable. 
  • Exit and follow-up documentation supporting retention and outcomes tracking. 
  • Data quality notes: consistent identifiers and required elements per PIRL where applicable. 

DOL publishes PIRL layouts (e.g., ETA-9172) that provide standardized data elements, definitions, and instructions for reporting. Refer to the DOL/ETA Reporting Requirements for more information. [17

11D. Practical documentation standards

(field-tested)

  • Case notes document the “who/what/when/why/next step” for each meaningful interaction.
  • Artifacts are stored with consistent naming conventions (EmployerName_Role_ServiceType_Date).
  • A single source of truth is maintained for employer profiles and partnership plans to reduce duplication.
  • Quarterly data reviews identify missing documentation early enough to correct.
